Hello, I'm trying to locate Petsamo, Murman Ranta. Family books tell us that my Great Grand Parents left Kuhmo and resided in this location before going onto Norway to earn passage to America. They had 2 children in Murmansk which I believe to be in Russia but some of the internet sites I have reviewed show Petsamo, Murman, Murmansk area to be in Finland, and Norway, an Russia.
If they had 2 children in this area would they have registered the births with the local government offices even though they were not citizens of Norway or Russia? Same with the death of their first child would have been in this area.

The extended part on the right upper corner was part of Finland between the years of 1920 and 1940. Before that it was part of Russia proper or anyway subject to Russian rule. Murmansk is eastwards from Petsamo. Late addition: West of the "arm" the coast has belonged to Norway for a long time.

Thank you, Tim. I bookmarked these sites to study because they are exactly what I am looking for. My ancestors emigrated aproximately 1881-1883. Do you know of any major ports in this area that would be most likely to have emigrants leaving on the ships?

The name Muurmannin ranta (finnish writing), Murmanski bereg (russian in latin letters) consisted the northern coastline of Kola penisula. Geographically the russian territory west of Murmansk or Kola (fjord or town), including Petsamo (finnish writing) was not part of "Muurmannin ranta", but the name "Murmannin ranta" was used until Norwegian border because of convenience.
The people living on your ancestors time on "Muurmannin ranta" were registered in russian registers, not in any case in Norvegian, but at that time (some 1860-1880) the registers of lutheran church were the best, and I suppose, that your ancestors, coming from Kuhmo were lutheran.
Petsamo (Pechenga in russian) was part of Russia until 1920, then mostly part of Finland 1920-1947, and after that again russian territory.
The finns as lutheran people over there in your ancestors time had no local parish. Therefore the register of all lutherans on the whole lenght of Muurmannin ranta (some 300 miles/500km) were collected to one registerbook of lutherans, including people living in Petsamo. The name was "Muurmannin rannikon seurakunta Jäämeren rannalla" (The parish of Murmansk Coast on the shore of Arctic ocean). In the year 1907 it had a post address "Aleksandrovsk City, Arkangel district". Where this book may be now, is hard to know.
Your ancestors emigrated 1881-1883. The most possible ports are on the Norway side, Trondheim, Stavanger, Bergen and Kristiania (now Oslo). Direct passenger lines from Norway to USA/Canada at that time were sparse, I suppose. On my map from the year 1893 there were none. Bigger groups of emigrants travelled usually to Britain (Hull was a common destination in England from Finland, but from Norway Aberdeen, Edinburgh, Newcastle and Hull were the most usual), and continued their travel to USA or Canada from England. On the American side there were two big destination harbours, New York and Halifax. You may know the ship manifest lists of Ellis Island New York.
To a harbour for a trip to Enland your ancestors could have selected the land route from Petsamo to Hanko/Hangö in southern Finland, but the land route was cumbersome, and I believe more expensive than as ship passenger from Murmansk or Kirkenes (Town in Norge near border) to a suitable harbour for emigrant ships crossing the ocean.

Thank you so much for your information on emigration. I can not find a record of their coming ino the country so I have to search for records of their leaving for this country. I now have solid information to search for their exit records.
